The Food Security Initiatives Fund (FSIF) was created by Canadian International Development Agency and has
the budget of US$2.3 million. The main objectives are focusing on: increasing agricultural production; improving access to
low-cost water supply and sanitation; promoting income-generation; improving nutrition education; and strengthening local
capacities. The FSIF has been financing projects proposed and implemented by the Royal Government of Cambodia’s Agencies,
International Organizations and Local non-Governmental Organizations. Since the start in 2004, FSIF has financed 23 projects
having interventions in Food Security and Nutrition in 15 provinces across Cambodia.
While in the process of wrapping up, an ex-post evaluation is required.
This evaluation will require two experienced and qualified candidates (individual consultant) for the position of:
(1) Evaluation Team Leader (International or Cambodian) and (1) Local evaluation assistant (Cambodian) to work as a team.
Evaluation team’s duties and responsibilities are: to develop work plan and instruments for data collection; conduct
interviews, meetings and field visits; analyze and synthesize information, present findings and write evaluation report.
Duration of contract: 6 weeks starting from end of May.
- At least 3 years of experience in project/program evaluation.
- Academic degree in a development related field (agriculture/food security/nutrition).
- At least 3 years of experience with development programs (agriculture/food
security/nutrition).
- Familiarity with Result Based Management (RBM).
- Knowledge and/or experience of Cambodian Government System.
- Knowledge of country’s food security and nutrition strategies.
- Demonstrated planning, management and facilitation skills.
- Good ability to speak and write English and Khmer.
- Good word and data processing skills (Microsoft Word and Excel).
